TL;DR — the short version

  • Overland Park has the lowest city tax rate in Johnson County (14.538 mills for 2026), the most housing variety, and a clear north/south split in price and home age.

  • Shawnee often gives first-time buyers the most space for the money, plus Shawnee Mission Park. Most homes are in the Shawnee Mission or De Soto school districts.

  • Lenexa sits in the middle of everything, has a real downtown at City Center, and has cut its city tax rate eight years in a row. Addresses can fall in three school districts.

  • The city tax rate is only one piece. School district and county levies make up most of your bill, so compare real tax bills for real addresses.

  • Pick by priorities, not by city name: commute, school district, home age and budget will narrow your search faster.

Lenexa, Overland Park and Shawnee sit right next to each other, and first-time buyers in Johnson County often go back and forth between them. All three are solid choices. The right one depends on what you want your daily life to look like and how far your budget needs to stretch.

This side-by-side comparison covers taxes, school districts, housing styles, lifestyle and commute. For the city-specific deep dives, see my guides to Overland Park, Shawnee and Lenexa.

1. The Quick Comparison

Overland Park

Shawnee

Lenexa

Population (approx.)

~200,000

~69,000

~58,500

City mill levy

14.538 (2026)

~23 (city example)

26.209 (2026)

School districts you’ll commonly see

Blue Valley, Shawnee Mission

Shawnee Mission, De Soto

Shawnee Mission, Olathe, De Soto

Typical first-home pocket

North OP

Eastern Shawnee

Eastern Lenexa

Signature perk

Downtown OP and the farmers market

Shawnee Mission Park

City Center and the Public Market

What to do: Use this table to shortlist, then compare specific homes on total monthly payment, not on the city name.

2. Taxes: What Actually Changes Your Bill

Kansas taxes homes at 11.5% of appraised value times the combined mill levy from every district you live in. Here’s what the city portion alone looks like on a $375,000 home:

City

City levy

City portion per year

Overland Park

14.538

≈ $627

Shawnee

~23.05

≈ $994

Lenexa

26.209

≈ $1,130

That’s a real difference, but it’s usually smaller than the gap between school districts, which make up the largest share of most bills.

What to do: Pull the actual tax bill for each address on the Johnson County Property Tax Viewer before you decide which city is “cheaper.”

3. School Districts

District lines don’t follow city limits, and all three cities include more than one district.

  • Overland Park: mostly Blue Valley (generally south) and Shawnee Mission (generally north).

  • Shawnee: mostly Shawnee Mission (east) and De Soto (west).

  • Lenexa: Shawnee Mission, Olathe or De Soto, depending on the address.

What to do: Decide on your district first if schools matter to you, then search across all three cities inside that district.

4. Housing Style and Age

Overland Park

North OP has established neighborhoods with ranches and split-levels from the 1950s–80s. South OP has newer subdivisions, larger homes and more HOAs.

Shawnee

Eastern Shawnee has established homes on mature lots near Downtown Shawnee. Western Shawnee toward K-7 has newer construction and more HOAs.

Lenexa

Eastern Lenexa near Old Town is established. Central Lenexa around City Center mixes newer homes and townhomes. Western Lenexa has newer subdivisions.

What to do: Decide how much age and updating you’re comfortable with. That narrows your search more than anything else.

5. Lifestyle and Commute

  • Overland Park: the most restaurants, shopping and amenities, with I-435, I-35 and US-69 for commuting.

  • Shawnee: more space and green space, a small-town feel downtown, and quick access to I-435, K-7 and Shawnee Mission Parkway.

  • Lenexa: central location with I-435 and K-10, a walkable City Center, and a busy festival calendar.

6. Which One Fits You?

  1. You want the lowest city tax and the most choices: start with Overland Park.

  2. You want the most house or yard for your budget: start with Shawnee.

  3. You want a central location and a walkable downtown: start with Lenexa.

  4. You care most about a specific school district: pick the district, then search all three.
